Together “ We the People” will move our party forward and restore California, back to the Golden State

“Where liberty dwells, there is my country.” Liberty must at all hazards be supported. We have a right to it, derived from our Maker. But if we had not, our fathers have earned and bought it for us, at the expense of their ease, their estates, and their pleasure.

"IT'S TIME FOR REPUBLICANS TO SEIZE THE MOMENT"

A clear plan to victory: This executive summary outlines the bold steps we must take to grow our Party and WIN ELECTIONS. With a focus on unity, strategic action, and unwavering conservative values, we’ll chart a path to success and secure the future California deserves.

1. Build Our Team: College Internships

To strengthen our movement, we will actively recruit, train and prepare the next generation of conservative leaders. By promoting internships through the CAGOP, county committees, legislative offices, and local officials, we can engage young conservatives and equip them for leadership in politics and governance. Partnering with colleges, GOP clubs, and volunteers, we’ll provide structured training programs and open doors for internships in the Republican Party and our candidates’ campaigns. A dedicated committee will spearhead this initiative to ensure its success.

2. Platform Driven Outreach

Our message must resonate with voters who prioritize key issues. Three fundamental pillars unite families and communities:

  • Education: Parental choice and involvement in education will improve our schools.
  • Economy: Lower taxes and fewer regulations to support small businesses to stimulate the economy.
  • Public Safety: Safe neighborhoods to protect our children and support law enforcement.
  • Oppose all new taxes and bonds

Additionally, we’ll address critical local concerns such as water shortages, homelessness, transportation, preserving PROP 13, enacting voter ID, and breaking the Democrat majority. Our messaging will attract younger generations, inspire them to engage in the political process with a winning message focused on protecting families, safeguarding pocketbooks, and ensuring safety – values Californians care about deeply.

3. Dynamic Fundraising Strategies

After ten years of successful fundraising in the California Legislature and twenty-five years of business experience Senator Morrell will optimize data-driven approaches for both major donors and micro-donations. By targeting donors and supporters concerned about education, public safety, open borders, and small businesses, we’ll tailor our message to inspire action. A robust fundraising calendar, with no gaps, will dedicate time each day to raising the resources and exceed fundraising objectives required to power our movement.

4. Communication - The Key to Success

A strong and unified voice is essential. Senator Morrell’s goal is to ensure every Republican group in California has a vibrant media presence, with action steps that include:

  • Regular Zoom Meetings with Republican clubs and county GOP chairs to keep everyone aligned.
  • A Rapid Response Team comprised of communication experts, policy advisors, and grassroots activists to address issues quickly.
  • Weekly Newsletters providing policy updates, event alerts, and insights for statewide and county efforts.
  • Media Outreach, including press briefings with Party leaders, county officials, and elected representatives.
  • Targeted Social Media strategies such as podcasts and local campaigns to amplify our message.

5. Using Ballot Measures to Energize the Base

We’ll create strategic ballot measures to drive voter turnout, inspire volunteers, and bolster fundraising efforts. These measures will reflect conservative principles and energize our grassroots movement.

6. Voter Registration, GOTV, and Election Integrity

Cleaning up voter rolls, registering new Republicans, and re-engaging disaffected voters are priorities. By championing issues like immigration, education, the economy, and public safety, we’ll attract voters to the GOP. Community forums and meetings will serve as platforms for voter registration, building momentum and Party membership. For GOTV efforts, we’ll leverage innovative tools like geofencing, targeted messaging, and a mix of in-person and digital outreach to mobilize voters effectively.

7. Strengthening Our Volunteer Base

Volunteers are the lifeblood of our movement. Through the CAGOP volunteer committee and collaboration with chartered organizations, we’ll expand our volunteer network. By integrating associated representatives and chartered club members, we’ll create a vast team of GOP advocates ready to engage their communities and support our campaigns. We must energize and inspire our volunteers to stay actively engaged, championing our winning message and platform. Their passion and commitment will amplify our reach, attract new voters to join our ranks, and fuel our fundraising efforts for sustained success.

8. Winning Elections: Improve Candidate Recruitment and Support

Winning requires preparation well before election day. As Norman Schwarzkopf once said, “The more you sweat in peace, the less you bleed in war.” Campaigns must begin early, and efforts between election cycles must be relentless, ensuring candidates are positioned and trained for victory in the General Election.

9. Strengthening Volunteer Organizations and College Intern Programs

Under my leadership, the CAGOP will collaborate with Republican clubs and county committees to develop robust voter registration initiatives, GOTV efforts, and candidate recruitment pipelines at every level. Through college intern placements in legislative and campaign offices, we’ll build a future bench of conservative leaders. These committees will also serve as hubs for volunteer recruitment, research, and training, creating a powerful foundation for electoral success and momentum to drive the core values of our party.

10. Updating By Laws and Rules/Guarantee Transparency on Party Finances

To ensure our Party’s processes reflect today’s needs, we’ll review and update the CAGOP by-laws, including proxy use and endorsement procedures. The Rules Committee will draft necessary amendments for review by the Fall 2025 convention.
